Advisory to Medical Institutions for Temporary Registration for Foreign Nationals

The National Medical Commission (NMC) on August 23rd, 2023 released an advisory for the registered Medical colleges/institutes/hospitals inviting Foreign citizens or Foreign Medical Practitioners to pursue Fellowship/Clinical Research/ Clinical Training/ Observership opportunities in India. 

In accordance with the NMC’s provision, “Registration of Medical Practitioners and Licence to Practice Medicine Regulation 2023,” the aim is to streamline the process of granting temporary Registration to Foreign Medical Practitioners seeking to enhance their skills and knowledge through training and academic courses including Fellowship/Clinical Research/ Clinical Training/ Observership conducted in medical institutes in India. The Ethics and Medical Regulation Board (EMRB) of the National Medical Commission of India (NMC), has directed the Medical colleges/institutes/hospitals to upload all the details pertaining to the fellowship programs being offered by the institutions on their official websites.

The NMC has also urged the medical institutions in India, offering fellowship programs to Foreign Medical Practitioners, to submit temporary registration applications to the EMRB through the EMRB web portal. The application should include the following details:

  1. Name and Registration Certification of the Foreign Citizen (if applicable)
  2. Information regarding course content, duration, training facilities, teaching, and infrastructure facilities(details should be available on the website of the institute) 
  3. Fee details charged by the institute.

All program-related information provided by registered hospitals, medical institutes, or colleges must be uploaded on the institute’s website. This information should encompass course content, duration, training facilities, teaching methods, infrastructure facilities, and faculty details (including active registration numbers).

The temporary registration for foreign medical practitioners, valid for a maximum of 12 months, followed by a cooling-off period of 1 year, will be limited to the registered medical college, institute, or hospital sponsoring the program. Failure to provide the aforementioned details will result in delays in the temporary registration process for foreign medical practitioners.
