Rus Education - NMC Released New Guidelines for Foreign Medical Graduates

The NMC released the notification on December 07, 2023, in supersession to the Public Notice dated 22.11.2023, the National Medical Commission, in its meeting on 30.11.2023, addressed issues for Foreign Medical Graduates (FMGs). Here are key points:

1. Issues Related To FMGs From Ukraine:

  1. FMGs with breaks in their final or penultimate year due to COVID or war can complete their courses online.
  • They must undergo mandatory clinical clerkships in India for one year.
  • Indian Medical Colleges may charge a maximum clerkship fee of Rs. 5000/-PM from FMGs
  • Upon completing clerkships, they can start CRMI with stipends and proceed to internship.
  • Existing FMGs undergoing internships can continue to complete their two years before permanent registration is given by the State Medical Council.

  1. FMGs with breaks in their Penultimate year due to COVID or war can complete their courses online.
  • FMGs will have to undergo two (2) years of clinical clerkship in India 
  • Indian Medical College may charge clerkship fees of maximum Rs. 5000/-PM from FMGs.
  • Upon completing clerkships, FMGs can start CRMI with stipends equivalent to the stipend received by IMGs of that college/ Institution and proceed to internship.
  • Existing FMGs undergoing internships can continue to complete their three years before permanent registration is given by the State Medical Council.
  1. FMGs from Ukraine Studying In Other Countries:
  • FMGs from Ukraine can continue their studies in different countries except India.
  • This applies to those who joined the MBBS course before 18.11.2021 and returned from Ukraine.
  • Migration is permitted until 07.03.2024 for students in their first, second, or third year at the time of return.

2. Recognition Of BS Courses:

  • Students in BS courses studying in Foreign Medical Institutes during the FMGL Regulation 2021 (18.11.2021) will follow old regulations.
  • They must undergo an additional one-year internship as per CRMI Regulation 2021.

3. Internship In Indian Institutes For FMGs:

  • 7.5% of Internship seats will be allocated based on MBBS seat percentages in old and new colleges.
  • The State Medical Councils and State Directors of Medical Education will decide the time frames for internships.

4. Eligibility Certificate (Ec) For FMGs:

  • Indian students who started pre-medical courses abroad in 2018-19 & 2019-20 without NEET-UG qualification must apply for an Eligibility Certificate from the National Medical Commission of India under IMC Act, 1956.
  • This is a one-time exemption for those who left India for the academic year 2018-19 & 2019-20.

5. Time Limit For FMG Examination:

  • All FMGs must complete their internship within 10 years from joining foreign medical institutions to qualify for MBBS equivalence in India.

These decisions are approved by the Competent Authority, aiming to address concerns and streamline processes for FMGs.
